Carlisle/Wortman Associates, Inc. assisted the Cities of Southfield and Troy prepare an amended Joint LDFA Development and Tax Increment Finance Plan. In 2003, Southfield and Troy created a joint authority to expand the Automation Alley Smart Zone into a portion of Troy.

The Amended Plan prepared by Carlisle/Wortman lead to the approval of a 15 year extension of the Smart Zone by the MEDC.

The Amended Plan also expanded the boundaries of the Southfield Smart Zone to include the campus of Lawrence Technological University and its business incubator, Collaboratory.
